Once you have determined the three parts of your eyebrows: the starting point, the arch (highest point of the eyebrow), and the end of your brow, now you just need to follow this arch that has been created. Though, if you already have a natural arch you should be following close to that, but otherwise follow what you have determined from the steps above.
